I am considering building my own SMTP server for sending bulk emails and I understand that I would need a VPS server to accomplish this task. I currently have a dynamic IP address from my ISP with port 25 (and some others) blocked:

1. Do I need a VPS server to build a SMTP server?

2. Do VPS servers come with a static IP address?

3. Do built SMTP servers tend to get blacklisted primarily because they are new and don't have a track record?

4. Does anyone recommend a specific VPS server to build a SMTP server?

Thanks.

I do believe that you need a right VPS provider and I'd recommend you to try good ones from kvchosting.net and rockhoster.com. They are inexpensive and reliable. Support is active for 24 hours.

Thank you so much for your response. Would you happen to know what else I would need to do once signing up for a vps server to build a smtp server? I cannot seem to find any adequate info about this on the Internet.
