Mail Merge and unsub options

I found a youtube video from '16 where this kid manually found contacts, making a spreadsheet with things like:

name
business name
website
site he found them
achievement

and he tied it all together with a mail merge, so each email looked very personal.

He sent about 40 at a time. He claimed he did very well. He did not add nor mention CAN-SPAM nor add an unsub. Again, each email looked very personal.

Grey area? What are the rules? Should I add an unsub "just to be on the safe side"?

    Rules are country-specific. Check the laws the apply for your emails. Not bothering about all that, you can always add an address line at the bottom, and say that to unsubscribe revert with unsubscribe or something like that. Doesn't hurt.

    You better add Unsub option always.. At least you will clean

    your list somewhat, as you do not want to send email to people,
    which not intended to read them anyways... It's just generally
    a good idea to have unsub option.

    If you send any commercial email it should be can-spam compliant.
