Some of them are extremely popular just because they appeared in the SPONSORED links at the top in every Google search for VPN.

But there are a lot of issues with them. Please be careful and read market reviews before you decide.

After doing my own reviews and testing them, I ended up with only 1 out of the 2 most reliable in the market. They are not costly and can use for notebook PCs, tablets and smartphones.

I use Hide My Ass! Free Proxy and Privacy Tools - Surf The Web Anonymously and I'm very pleased with the speed, software and functionality.

You can set the software to rotate between IP addresses at a specific interval and that's one of the features I really like.

I use HMA & IBVPN.
If you need to change the IP every n minutes automatically, HMA is the way to go.
