I hire a CSS programmer to fix some issues in my script and pay him twice via PayPal through Freelancer..

Do you know how to get money back? I

Where I have to send "money back" request ? Paypal or Freelancer? Please advise me...

    You most likely would have to deal with both these sites. But, start with PayPal and see where it goes from there.

    In the past when I had issues with any payments, I would start with PayPal, and they would let me know what to do to fix those issues, and these sometimes included dealing with couple of other entities as well.

  • I just had a dispute in my favor with Paypal where I purchased something and they delivered something else and refused to fix it just told me to go away and ignored so I did my first ever dispute with paypal provided what was promised and what delivered and they ruled in my favor. Not sure if it will be easy for you but this one I did was easy took me about 5 minutes to do.

      The fact that you paid him twice before wanting a refund means to me that there is something wrong on your end- either with the way you are specifying what you want or with the way you are checking it. It's generally not fair to a freelancer to ask for refunds on more than one payment unless there are extenuating circumstances.

        Pretty sure OP's problem is that they paid twice for the same job and want to fix the double charge, not that they were dissatisfied with the work done.
