    That depends what you mean by an online "cell phone business" ....

    Do you mean buying and selling used cell phones? That is quite lucrative and you can start small with craigslist in your local area.

    Or do you mean building Smart Phone apps?

    Or something else?

    I know that you could buy phones cheap from ebay, even phone parts, and then assemple them and sell them in local facebook groups.

    Made a couple thousand doing that one lol.

    Cell phones are kind of obsolete nowadays so starting a business based on them is not recommended. However, smart phones are very popular and selling them online is very easy.     You may want to start first with some affiliate programs. This will give you an understanding of how cell phones sell on the Internet. Otherwise, Craigslist is a good marketplace to get started. However, it will cost you money to buy, which is why I recommended affiliate programs first (i.e., Amazon).
