It depends on how long it took. If it was days late even a week, there could be a good reason and payment could happen, but if it took 6 months that's another story, then he's done.

Good to add to the contract is a time clause.

If he did finish the project for you, and it is acceptable, and you received it, I would pay him and just not use him again. You can note on the feedback you give that his work was not received on time.

IMO, I wouldn't personally withhold payment if you got the work and it was acceptable. Chalk up the lateness to "I won't use him again."

Of course you pay him if you plan to use the work he did.

You say you hired him to "finish projects" - who started them?

I agree - if he delivered good quality work but late, pay him and simply don't use him again. It is also a good idea to communicate with him and ask for the reasons of being late - maybe he normally delivers on time but something unexpected happened...

Find out what caused the delay and work with him or her. If they did a great job, pay them and you can get a bargain on your next order from them.

actually this was controversial at harvard university " michael sandel justice course "
my opinion is to think why he didn't completed the work and depending on reason you should decide
and also what have he completed
as i said what you ask is very controversial even between philosophers
