What plugins I use depends on the purpose of the site.

To build a content engine site:
Yaab
WP-O-Matic
Get Random Page
Stray Random Quotes
Subscribe 2
A PHP Execution plugin
Absolute Privacy
ImportCSV
Old Post Promoter
GoCodes
InlineRSS

For a list-building blog:
Yaab (to pull content from my engine blog)
WWSGD
Aweber Comment Subscribe Plugin (forget what it's called - IMGodfather makes it)
GoCodes
InlineRSS

I used to use some automated promoting plugins, but now I pretty much do all that through the content engine since it's "invisible" and I do it through Ping.fm via the Subscribe2 plugin. All done via email.
