How Google Treat Question answer related website content which is generally same for many of the website.

    That isn't "duplicate content". Duplicate content exists on the same domain.

    If the content is very common and spammy (PLR) then you might not get high marks for quality but that isn't the same as a duplicate content penalty.


    I have an AdSense site that scrapes questions and answers from a Q&A site by keyword.

    I haven't suffered any "penalty" although the site only makes a few bucks a month because I haven't touched it since I built it long ago.

    As Mahlon explains, just above, that isn't "duplicate content". It's "syndicated content". The difference between the two, and its significance, are explained here.
