Paypal dispute Question?

Hey warriors..

I bought a service here to have a couple of websites done..Long story short, after months of trying to get updates on my websites status, I finally realized that it wasn't happening so I filled out a dispute with paypal under services.. After I filled the form out, I got this message:

"Thank you for registering your complaint about this transaction. Unfortunately, this type of transaction is not eligible for PayPal dispute resolution. We encourage you to continue to work directly with your seller, as we have found that many misunderstandings reach amicable solutions through communication."

So my question is, I there any other way I can get paypal to reconsider this dispute and should I just bite the bullet and move on? It wasn't that much money but it's definately enough to pay a bill or two.. Thanks for listening..

    Try and find a number to call paypal. I definitely wouldn't let this slide as they've just scammed you out of money however big or small.

    From past experience, with online deliverables, paypal will usually side with the buyer so I'm surprised your dispute was disregarded so easily. Is there no option on the web page to escalate the dispute?

      Paypal clearly states that it does not guarantee anything except physical goods sold. They do not guarantee services provided or downloaded material - which is why it's a good idea to buy with a credit card for those items. If you paid with a credit card - you can file a chargeback with your CC company.

    I think it's very unlikely indeed, for a digital/virtual service.

    (You can always call PayPal, but under their new system I think you now have to get a "one-time telephone passcode" by email from them, through your PayPal account, before doing so.)

    A credit-card chargeback may be a much better hope?

    Digital goods are hard to verify which is why they tend to not deal with disputes for them. You could always call them, however, and explain the situation. They have some of the best customer service I have ever experienced. In the very least, they could look into the sellers account to make sure they are not scamming others.

      Looking at this situation from a seller's point of view, it's a really good thing that Paypal doesn't automatically (and without question) refund the buyer's money on a digital product or service. There would be many ebook sellers and website builders who got scammed by ruthless buyers if they did. Still, there should be protections set into place for the buyer's sake as there are many scammer/sellers out there who know about Paypal's reluctance to refund. That's not fair either.

    Digital goods or services doesn't comes under the PayPal refund policy. However if you had paid the amount through your Credit Card than better file a charge back with your Credit Card provider.

    If there's a way to appeal it do it! I had gotten scammed off of Flippa for $600 plus a couple of years ago. He was scamming multiple people meaning multiple Paypal disputes open. I talked to the guys at Paypal and their initial decision was to award the scammer and not give me the refund because it was for digital goods. But I figured I couldn't be the only one. I had actually spoke with one of the people at Paypal on the phone and asked him if I could Appeal the decision (because at that time they gave you that option). He basically told me that it wouldn't work in this case. Well I appealed it anyway and what do you know, the appeal was found in my favor and I had gotten the money back.

    Did you pay with a credit card?

    If so then you will find that they help you a lot more, plus the person that ripped you off will have to pay a chargeback fee as well.

    Also always put down that the service is a physical delivery regardless of what the actual service is. I always do that when dealing with anyone on WF and it has saved me thousands.

        Hey jazzd1 -

        I recently got my $750 refunded after a rep from AdBlade said that my page was compliant only for AdBlade to turn around and state that my page needed a serious overhaul. Mind you this was after several emails back and forth with the rep asking if I was good to go and the whole time her saying "sure". It was after I funded my account that I was turned down and asked to make changes.

        I asked for a refund and was told "2 weeks" however I did file a dispute w/ PayPal. So I patiently waited for 15 days. Asked the rep where they were in my refund process. She said "let me check", well needless to say I didn't trust her and escalated the claim.

        I waited for a week and PayPal sent me notice and refunded my account the full $750. Grant it I was a total newbie to native ad marketing but there is no need to bait and switch me in the process.

        If you have any emails try to provide those and build your case that you never received anything. Hope this helps...

    It is important to also realize that PayPal has a 45 day refund policy. After 45 days it is very difficult but not impossible to use their dispute process. You said, you waited months to file your dispute. That could be another reason you won't get any help from PayPal.

  • Is anyone aware of any payment processors that charge for chunks/parts of a product ? SO, if the buyer is satisfied with half the product then they pay half the price ?
