Effective SEO techniques to promote a free blog...
1 - On page optimization, there are tons of articles about it on google so start from there.
2 - Build links gradually, open some blogspots and post ezine articles with info about your blog
3 - Write guest posts in other blogs to get traffic + SEO value out of it.
4 - Post on facebook groups that are relevant and promote your blog

And the list goes on...

Comment on any other blogs with your blog links, It would be better if you have commentluv feature in your article, so your recent blog can be seen while you are commenting on other blogs.

Social media, specifically Facebook and Twitter. They are excellent sources of converting traffic. Consider setting up a dedicated Facebook page

Use socials, forget to make a links in other sites - it is not working great these days. Be social and use a lot of networks like Facebook, Twitter, Stuble Upon, Reddit, Google plus, Youtube...

Just browse the Internet and find places where you can post your link and post your link to your blog everywhere you can.
Make sure you start studying about a SEO or other techniques for building traffic for your blog.

I know that this is going to sound crazy. However, I found out that various different text links from an authority site will boost a free blogger blog - try to use a web site that is PR5 or over. Make sure to have multiple links from many unique sources.
