Public domain material shows as third party content on YouTube?

A lot of items I try to download on archive.org as public domain and upload them back on YouTube are blocked, and have copyright notices.

Why are people posting content as public domain when it's not?

    The information itself is not copyrighted. Any new product using that material can be copyrighted.

    Or maybe they are just trying to keep people away from their idea.

    Most of the content shown on the Wayback Machine, archive.org, is copyrighted material. While the archives do contain public domain material, the vast majority is captures of websites, which are snapshots in time of what a website looked like on a specific date (which is copyright by the original website owner).

    Why are people posting content as public domain when it's not?
    For sites that say they specifically publish public domain content, it is user beware. It is always up to the person wanting to use the content to determine whether the material fits the classification. Yes, people do upload items to file sharing sites for which they do not possess the rights.

    To avoid problems with Youtube one suggestion is to use material that was published before 1923 which is automatically public domain with a few exceptions like crown copyright. Material after that time period has to be verified as public domain based on legal specifications and maybe some sites will not go through the trouble to verify the status and just want to play it safe.
