Hiring a VA can be one of the best things you'll do for your business, but at the same time not so smart.

Make sure to make a detailed plan of what your VA is going to do in your business. Having a plan is going to save you a lot of money in the future.

I've hired several VA's in the past, and I only recommend to outsource your work to a VA only if you know EXACTLY what he's going to do in your business, and how he's going to move you forward.

Price should be around $200 for someone from the philippines. Make sure to pay a bit extra to a VA who has 10/10 in English or else you'll find yourself struggling to explain what he needs to do, and how.

There is no general rule, you (the boss) set the rules, like any offline business:
    - What work do you want your VA to do?
    - Is it part time or full time
    ....

If you are using a freelancing site, you can negociate the price with your freelancer

Hiring from Tier 4 countries shall be good, but what you want or for what purpose? Getting right VA is hard to find for less price. I am working for a client as VA and the bill is $150 per week.

BTW It is just my suggestion and not interested in doing VA for anyone.

The communication with your virtual assistant should be the first matter to consider. This ability is vitally important to any business relationship and especially that of a businessman and his or her assistant. Without that communication, there is no exchange of ideas and tasks.

Yes, if you like to hire a VA for one or several jobs then Elance and oDesk are a good place to go: https://www.elance-odesk.com/
On this site you'll find them both.
You can even check how many stars each VA has with past jobs.

VAs are a great idea to save time if you know what you are want to achieve and know what will get you the results. I mean, you should already know what works and should be able to break down the steps for your VA. You need someone who can comprehend and communicate in good English and is familiar with the work you intend to outsource. They may charge more than the other guys, but its money worth spending because you don't want to waste time having them redo the work because they dint understand the first time.

+1 for Odesk for VA's. I have found some good ones on there. I have also found some good ones of Freelancer as well.

But the number 1 rule is to make them accountable for their work. Have them write down in daily log exactly what they did. Make it a shared spreadsheet. Even if you know already what they did.

I find having VA's do this keeps them more productive and on track. It also allows you to better monitor their time and make course corrections.
