You answered your own question- Western Union or MoneyGram is the way to go. Paypal has those regulations in place for a reason and it sounds like you're trying to "beat the system" by saying you're in the US when you're not. So pay the extra transfer fees or don't use PayPal at all...it's that simple.

Your only other option is to open a real US bank account, verify your PayPal account and then get a PayPal debit card to transfer money with.

I didn't say I'm from US, secondly I'm working with JVZoo so all the sellers pay via Paypal so there is no other option to get paid, and I would love to pay extra fees to get my money.

My Paypal account is already verified, and I already asked if there is a way to open a REAL US bank account for non-resident in my other post, but no clear answers were given.

And how i can withdraw my Paypal money via Western Union or MoneyGram?

You need to contact paypal and get an understand about their terms of service.

As mentioned previously you might want to try other avenues to wire your money from PayPal.

If you're verified, get a PayPal debt card and you can withdraw money however you want.

Here is what you do. Get a friend to send you money via western union. Transfer money into his pay pal account to cover expenses.It costs me $5 to send $50 over seas. Certainly, that can get quite expensive. That is why I like to do deals with cash money.

Find people on Fiverr that are from your country and contact them about needing real money. Most have already figured out how to get money out of Fiverr using pay pal - they can help you. Probably they will charge you less than western union. 10% is quite expensive.

Moneypak cards cost $4.95 - you can do it for free.
Buy items on Ebay that are easy to resell like gold coins.
Find sellers on Craigslist that are willing to take pay pal money.

Why not open a bank account that offers you a Visa or MasterCard? Before using PayPal myself I didn't have a credit card compatible with Paypal but since I knew I was gonna use PayPal long term, I decided to get myself a Visa. Have you tried it? You just add it to your paypal, verify it (takes a few days) and then you can safely withdraw your money to your card.

For me Paypal only allows me to add a Moroccan Visa Card or American US bank account, so the only option left for me is opening an account with a Moroccan bank, so got my visa card and I received my money finally, but the problem is I don't trust Moroccan banks they are a bunch of thief, I mean some people already complaining not receiving their money into their accounts, so that's why I prefer a US bank account.

Paypal uses different platform in different country. I mean, the paypal's rule & regulation is differ from country to country. If you want to withdraw your Paypal money to any Bank of the world, you must add your Bank details on your Paypal Account. Due to security purpose, it may need 3 days to add. After adding the Bank details, you will be able to withdraw your paypal money to your Bank. Here You Paypal Name & Bank Name must be same. Thanks

I hate when people feel free to freeze you money to me that is despicable. I know it's an easy way to make money but TOS nitpicking but it's wrong! Good luck on getting your money.

They just won't allow him to transfer it to his Payoneer account, and with good reason.
He needs to find an acceptable account to receive his funds.

This Payoneer/PayPal thing has come up several times lately. Some say it still works and some say it doesn't. Just the other day someone posted a similar thread and one of the responders that day had gotten money from PayPal on to their Payoneer card while the OP was complaining it didn't work.

It would be good to have a definite answer from Payoneer about this since it affects so many users.

Payoneer provides a virtual bank account that is designed specifically for people to be able to receive bank deposits only from places like PayPal, Clickbank, and other companies.

The issue comes in, I think, because non-US account holders are using this virtual account instead of a real bank account in their own home country. However, the problem is that many non US countries have limits on how their members in that country can withdraw money so it's a catch-22.

Well, the last time I tried to withdraw my money to Payoneer, Paypal reversed my money and every withdrawal was reversed, and even my friend got his money reversed, I contacted Paypal and they called me about this matter that they don't allow US virtual banks anymore, I contacted Payoneer via live chat I told them what happened they asked for my security answer I gave it to them, they say It's wrong (I'm sure 100% that my answer was correct because I already gave them the answer on several live chats) and they shot down the chat, so I contacted them via email, they told me that their US payment service is working fine, I told them what about paypal not allowing USPS anymore, they didn't answer (Way to go Payoneer) I even wrote on their Facebook page about this matter and they deleted my comment, WHAT THE HELL PAYONEER!!!

Ditto to what someone else said. Use your paypal money to buy gold and silver.

Now he mentioned coins. I've found bars to be much easier to sell than coins and the "premium" is much lower too because there's less for the foundry to do. You won't get buried in the transaction that way.

1) Take your paypal money and use it to buy gold and silver bars/plates (in single Troy Ounces). There are lots of reputable sellers on eBay and even just online that will also take paypal

2) Have gold and silver bars/plates sent to you. Once at your home, find some place that will buy them from you. There's several places in most major cities around the world and quite a number of them within Rabat and Temara.
