hwo to get google play merchant account for non supported countries ?

Hello

first i'm sorry if this is in the right forum

as you read in the title i'm from morocco and my country not supported to vreate a merchant account on google play (wich allow you to buy apps and add In app purchase IAp)

i have already a payonner account with my morocco adress and verifed paypal account please any help to create a merchant account???

    yes i need it really cuz i work in app reskin and the big fortune is in IAp and if i want to use IAp i need a merchant account
