Brilliant niche hacking
There are a couple of points about this story that I think are very interesting.
One is the brilliance of the hackers in finding a profitable niche. Targeting police departments who really can't lose their files and probably have poor security looks far more lucrative than targeting random people who may not think the locked files are valuable and/or are not able or willing to pay.
The other thing is they have a seamless payment system in place for the cops to easily pay the ransom.
