does a plugin like this exist
How to: Selfies | Goliath Fashion

you can navigate the article with a sidebar. This is an awesome feature. Can someone help me find something like it? I don't know what its necessarily called.

    The navigation menu is just like a road sign on a street. You cannot reach your destination without knowing where you are now. WordPress page tree uses expand/collapse menu to give you an overview of your pages in the administration panel. This plugin is particularly useful for WordPress CMS purposes which contain multiple pages.

      that's a cool plugin but it isn't what I am looking for. I'm looking for an on page article navigation menu for "an article". The goal is to be able to click a link to get a specific part of the article (anchor id link). Just like this template or this plugin

    That is a WordPress site using the twitter bootstrap, it does not have any special plugins, that feature is built into the theme which is located: Planetshine

    I'd say you could get that feature by using the same technology as that theme.
