You might get mad at me for suggesting this. There are FIverr folks who specialize in book covers. And they look really good. Let me know if that's out of the question, and I'll see if I can find another service for you.

A good ebook cover is a visual, strategic and emotional glance into the contents of your writing. MyEcoverMaker is a simple, online software with very simple set of steps like point and click methods to create E-book covers bypassing the requirements to have professional, expensive tools and huge tools such as Photoshop.

You should not use free, because the result of free is not good at all. You can hire any frteelancer to make your ebook cover. Beside the fiverr, there are many freelancing sites available, you can try there also. Before hiring any freelancer, you should check their previous work history & feedback. I think if you pay a reasonable amount of money, you will get a good cover. If you want to pay fiverr gigs @$5, you may not get the good work. Thanks.

    Hi

    1. Public domain images are available to anyone and can be used for whatever purpose you like, even commercial use, for a variety of reasons: the copyright may have expired, the images could have been taken by a government branch, or the owner may have just forfeited his or her rights for whatever reason. Creative Commons is one of the best choices for public-domain content, whether you’re looking for photos, audio, or something else.

    2. EveryStockPhoto has an attractive, yet easy-to-navigate interface and displays some of the most popular searches on the left-hand side for easy access.

    3. With more than 16 million media files available for free, Wikimedia is another great tool for finding different kinds of public-domain content. Users curate the elaborate site – uploading, tagging, and categorizing the files – and most of the content is available and can be modified as long as you attribute the original author or licenser.

I usually use stock photos from flickr or imgur (they're free), i then use 3d-pack.com to create a book cover or 3d-box.
