1000 $ budget to start a blog affiliate ??

Hello and welcome to the Warrior Forum. Your English is not that bad. You just need to work on your grammar (using proper spacing, beginning and ending sentences with the correct punctuation (capital letters, periods (.) and that sort of thing).

Also, I agree with the previous poster. I would start the blog first. If your native language is spoken by lots of people, it is okay to write in your native language. This can help you stand out from the competition. People will view you as an authority, but it is okay to hire someone to write for you, if you really want to.

i did couple blogs before and i earned some money from adsense (not too much but better than nothing)
my goal now is affiliate marketing ,i did a lot of research and i found that the money is in the liste
my question is it better to build mailing list before launching my blog ?

In "theory" this is a good plan; you've described a fairly standard, proven model. In theory. To get that model working, you need skills. Landing page, ad copy, FB, etc., etc. If you're new to online marketing, I really wouldn't suggest such an approach. You'll likely lose all of your money. It takes even experienced marketers a lot of testing - and spending - to break-even and then turn a consistent profit with this model. What I'd suggest, instead?

1. Squeeze.
2. Video Course. (Freebie)
3. Free traffic.

A heck of a lot cheaper to setup, easier to get earning, easier to keep on earning. You do that and you'll be building a stable business. One that even a newcomer can setup well.

With English not being your strong suit:

- Pay a writer to put together your video scripts.
- Go to Fiverr for videos.

Your English is good enough to run social media platforms. To feed content to your list, just pay writers to provide blog posts, that you then feed to your subscribers.

I would also take some of that $1000 budget and spend it on personal development. You can have the best website in the world and winning ads but if you don't have the right mindset, you will fail. You can buy books such as think and grow rich and the magic of thinking big. Do this before you do anything. Everyday, before you go to sleep, make it a habit to read at least 15-30 minutes.
