how do you deal with affiliates

A number of years ago I opened my doors to others to promote my service for a %. Basic affiliate marketing 101.
But i never thought i'd have to baby sit and deal with so much B*S*
Daft things like paying through their own link to ge the sale/commission then reversing the payment. False advertising telling the customer anything to get the sale. Which made me look bad. I can't police them all depsite telling them. Seems most will sell thir own mothers for money.
Enough was enough I pulled the plug.
Is it the way it is? Any way to vet out the B*S* artists? I don't know whether to open it up ever gain or just go alone. I guess going alone is less headaches.
