Pdf rank better than normal html I guess and you could read this first : Sophos Uncovers Mass Link Spam In Google's Search Results Via Cloaked PDFs

There's no doubt spammer are using the technique to cloak many spammy links however it prove there chance to use the method but not sure whether can pass pagerank. The key thing is you can rank far better with pdf.

Quite confusion here..... links inside the pdf document OR links by submitting pdf in sites like scribd, docshare etc..

Whether or not it's going to help with pagerank... you can still gather traffic and extra free exposure from submitting your PDF to such resources.

  The disconnect in the argument seems to be whether you are referring to the PDF or to links within the PDF.

  Even the experts don't quite agree on the subject but google answers the questions. I doubt if you will get a better answer here than you get directly from google...

  So according to Google, links in PDF work exactly as links in HTML documents, so they pass pagerank and other indexing signals. However, the most useful link will be the profile link for your website that you will place on the PDF article site itself (slideshare for example).
