HELP [URGENT]: How Can Phillippines People Get a PayPal Account?

Hi,

I'm trying to help one of my outsources to sign up for a PayPal account, so I can pay him... but he can't sign up because he doesn't have a Credit Card...

So, I'm wondering how others are able to sign up for a PayPal account if you are living in the Phillippines?

    How about sending cash by registered airmail. At one time when I was selling on eBay about 5 percent of my buyers from France sending Euro in a sealed envelope to me.

    It's fast and does not cost much as compared to money transfer such western union or moneybookers.

      That's interesting . Do you know how much it cost for an airmail ( $3-$7 bucks)? Sent payment by check or cash?

        They send by cash. I a sorry I do not know it's cost $3 - $7 in USA. It's much cheaper in France and very much cheaper where I am living now.

        I dont think that's such a good idea, becuase i have heard so many stories about mails being opened by postmen, because of the money inside, and never reaching the recepient.
        xoom.com, i have tried, and its fast and easy, though it might cost a bit more, but definitely cheaper than popular money transfers.

      From paypal's site:

      Send and receive payments in these countries. Withdraw from your PayPal account to your in-country bank account or to a U.S. bank account. In addition, withdraw to a credit, debit, or prepaid card in countries marked with a ().
      Phillipines is listed there with the + so he could use a prepaid card (such as greendot or similar that is available in the Phillipines) .

      It also says he can withdraw into his bank account so could use a prepaid card to verify the account or could have a bank account with a debit card for verification.

        I think you mean his atm card (that's what he call it =). So, I'll try PayPal first, because I already have PayPal account .

      If your option is paypal then you really need to apply for a card first.This is where the money will be send and withdraw in time.Otherwise,choose other payment options.

    Western Union is quite a popular way to send money here in the Philippines.. and it's safe..

    I'm from the Philippines and I used my debit card, aka ATM in applying for a PayPal account. It was approved immediately and now I use it in all my online purchases.

    you can use dummy address from anywhere to sign up for paypal. And use VCC to verify paypal. Then you can withdraw or make payment by just getting your local debit card and link it to paypal.

    I had a contractor in Philippines. He managed to setup a paypal account without a debit card, he had to go somewhere with some ID and verify who he was. But t was so awkward sending money as his account kept getting stopped etc that we just sent money in end by western union.

    Yes, there are ways to move money that work well. However, do not ever send a check to somebody in another country - especially a check for a small amount. The bank clearance fee can run up to $60 in many countries, and it can take weeks to clear. It's worth the extra effort to set it up in Paypal or other processor.

      I agreed. That's the reason I mentioned cash.

      For western union the processing fee is for remitter account but for paypal the fee is for receipient account.

      That's the reason I alway strongly recommend to my buyers (during my ebay days) to use western union or cash payment through registered airmail. . For western union or paypal or whatever processor the foreign currency exchange rate suck. I alway prefer cash payment which you can get a very good rate from your friendly local money changers.
