Question about selling leads to offline businesses

I have a question today for anyone that has worked with selling leads.

The leads will come from a site on the internet. When I bought leads back in my MLM days, I found out these same leads went out to a lot of people, as the leads got several phone calls...

How many people would it be advisable to limit the same leads to? If they were local leads to local businesses what do you think is a good number to limit it to? I was thinking 10 or 20? Less?

      ONE customer for a "Roofer" is worth $15,000 to $25,000. ONE customer to a Dry Cleaner is worth $15.

      When I operated a "Welcome" service, I charged each participating business $250 per mo....with 1st and last 2 months in advance.

      They were satisfied with that arrangement. I gave each one an exclusive in their Zip Code.

      You could offer "10 Leads/Mo" for X....then when you see twice as many leads coming in, put in another business of the same Category.

        The people I know of in this industry only sell the names once. A few do keep a mailing list of them and offer them other things they might be interested in but not the same type of offer they sold to the first client.
