I searched it today, because I hadn't heard about them in ages. Was there any marketing potential there?

  Before Google became the creator of the universe, there was potential there. I know it has survived not only by the scripts but in evolved versions like blog communities, blog rolls, and other permutations.
  
  Still, I presume that a more "modern" version would make a great tool / plugin!

What was so promising about it was niche segregation.

Different blog rings self-segregated based on niche specialization.

Depending on how trustworthy the blogs in the circle are, you can get highly FILTERED and highly QUALIFIED traffic.

If you know how to filter traffic (through KLT or any other technique), the traffic can be VERY NICE.

The problem?

Abuse.

It only takes a few people who play fast and loose with the quality filtering system and the blog ring would be..... well, WORTHLESS.

It all depends on who you partner with.
