      Have you considered public domain images? There are many children's books that have great illustrations that you can use and it will cost you nothing.

    Here I would like to suggest you you can make an idea first. If you have no Idea what exactly you need. Just search on the search engine, see a ton of illustration. Then make a clear idea on your mind. Now you can apply if you know how to use the Graphics Design Apps. If you do not know how to use this apps, you can hire a freelancer from any freelancing market place, then share your gathered idea to him. Finally he will apply your idea to make what exactly you want.You can hire the freelancer from the 99designs, Upwork, Fiverr, Freelancer or some other site like these. Thanks a lot.
