    Those are animated GIFs. I recommend Easy Gif Animator. However, the biggest issue is first having images to animate.

    As everyone already said - this is a simple GIF image.

    You can do this in Photoshop, if you have this software already.

    If you want a free alternative to photoshop - you can try a software called GIMP - GIMP - GNU Image Manipulation Program

      I agree with Action Man, I'd use PowerPoint to create this graphic. Then, convert it to a video (there are plenty of tutorials on how to do it). Using animations in PowerPoint can be more intuitive than GIMP or even Photoshop.
