Yes you can, I do it all the time.

Will the articles that you spin make sense? Often times, I find that article spinners spit out unreadable garbage. I can't speak for others but I immediately leave a page if the words are garbled.

That depends what you're promoting.

If you're promoting a website of yours and you care about your serps than I would recommend you to stay away from unethical ways to promote your site. It's always good to use high quality content that you create and you know that it will help the "Internet" or the "community".

From the other hand, if you are promoting any kind of affiliate offer and you're just interested to create an article that people can read from the article directory itself, than you can go for it.

Don't take me wrong... you can always rank with this method too, but it's harder when you use multiple directories.

If I were you, I would simply submit my article to the 5 best article directories which I know can rank on Google.

Another thing you can do is to build web 2.0 properties using the same article, but don't expect to much traffic to come from it

Well, Article submission is not blackhat. If you can spinn your article to various directories that will be fine. Normally, What I do it, I write an article and post it to 1 article directory and just change some paras and do a kind of rewriting and submit to other article directory, Likewise, I used to re-write and do submissions.
