Questions on managing/selling/verifying leads

I am in the process of putting together a website focusing on a niche service for the purposes of collecting leads. I will be selling the leads on once I acquire them but I had a few specific questions regarding how to do this.

The main big question is HOW to sell these leads.

The options I'm considering are:
→ Send my leads to one company that can
service most of the country (Australia), then the
rest to other companies that service the other
areas.
  • I think the companies may prefer "exclusive" leads (?).
→ Use the increasing popular "3 quotes" system
where it seems you sell the same lead up to 3
times.
  • I'm not sure on how to approach this. I'm wondering if I need to contact the three service providers for each area directly.
→ Sell the leads on to a company (lead broker?)
that specialises in re-selling leads and then
dealing with the service providers themselves.
  • I'm assuming this is the easiest way but it would mean selling your leads for less. But that being said I'm not sure how to enter into an agreement with these companies either.

The next big question I have is whether or not to VERIFY leads.

→ Don't verify the leads
  • Much less labour intensive, I'm sure. Just take as much (relevant) information as I can and sell it on. But do companies really want to pay for un-verified leads?
→ Verify the leads
  • This raises a few questions. How much extra should should I charge for a verified lead compared to a non-verified one? What is an efficient and suitable way of doing this? Outsourcing to a call centre? Having some sort of verification system within the contact form widget? Email or phone verification? I could even verify the leads myself when I start out if I'm not collecting too many.

There is also the issue on how much to charge for the leads. I've read a bit about this and realise you must not have the same price for all areas but the industry I am targeting can do jobs ranging from a few hundred dollars in cost to a few thousand or more. I have also tried looking for a solution to tracking sales from the service provider coming from leads that I provide but I'm fairly sure this is the holy grail of lead management.

I'm fairly sure I can tackle things like website design, content and SEO to some degree but my main concerns are how to handle the leads.

If anyone has had any experience with anything I've mentioned or can let me know about a model that has worked well for them I'd be really interested to know.
