Hye,

I would like to offer my designs services to fellow warriors,
but which section do you think will be the best choice to offer a services?
Which one will convert well in your experience?

If you're posting a WSO, it has to be a specific offer available to Warriors at a lower price than the general public would pay. In the For Hire section, you can just advertise your services generally.

A WSO will probably get more eyeballs, and if you come up with an offer that's compelling enough and enough people are looking for, you'll probably do better there.

    But why not do both?

I would agree 100%. I use the wso with lots of success.

    Great advice

If I do both, can I still give the same price to both? Or in WSO still need to be more lower price?

I'd do a special introductory price for a limited number of people through your WSO. Then post in the For Hire section at your normal higher rate.

I think it would be better offering a WSO at a especial rate to gain reputation

The "for hire" area has been fantastic for me, and the big plus of it is that your listing doesn't get pushed off the front page in a nano second. I'd say run WSO's for short term offers and specials, and list in the "for hire" section for ongoing services.
