Creating Categories for Website

How do you decide what categories you are going to make when starting a new site? Is there a thought process for this. I kinda thought there was since the content you will write will be a subcategory of that category so I was thinking that there might be some kinda of thought process going on when creating categories?

How do you go about solving this problem? Do you just randomly make some categories or... ? ?

    I usually have my categories related to my keyword phrases that I'm aiming for on my site.

    For example if I had a headache website I would find the best keyword phrase for that niche with good searches and little competition. But I wouldn't just find one keyword phrase, I would try to find others that have good criteria and then have categories for those.

    So I might have a category for tension headaches, another for migraine headache remedies, or one for headache causes - basically what I can find that has a good chance of ranking well, then I will do categories for those keyword phrases.
