Question about going offline

I'm thinking about targeting offline business but am facing a dilemma. I use Google Keyword Tool but a lot of local searches come up with "not enough data" when using the city name with my chosen keywords.

Has anyone here targeted keywords without the city. If I understand correctly you should still get targeted traffic. So I'm targeting wedding dj service for example, I have 2 options: wedding dj service and Toronto Wedding DJ service. In this case google show lots of local searches for wedding dj service but "not enough data" for Toronto wedding dj service.

Which one would you target?

Also, based on your experience, how many times did Google show not enough data and you still built a site which got lots of traffic?

    wedding dj toronto
    Google monthly searches 1,300
    Yahoo monthly searches 624
    Microsoft Network monthly searches 299


    toronto wedding

    Google monthly searches 135,000
    Yahoo monthly searches 67,500
    Microsoft Network monthly searches 31,050

    toronto weddings

    Google monthly searches 6,600
    Yahoo monthly searches 3,234
    Microsoft Network monthly searches 1,716

      Thanks so much for your help. I guess I should have made my question more clear. The wedding example I use was just an example! What I was trying to ask is what google shows as local searches without the city name being in there. So if I was to target wedding dj service and it shows 1000 local searches, would it be fair to assume that this local.

      The reason I ask is sometimes the results are confusing. I would type "toronto dj service" (just an example) and I would get not enough data for local and 500 global searches. This confuses me because does this mean that there are 500 searches per month for toronto dj service outside of Canada?

        OK sorry about that.

        Google adwords states that the local number is specific to your targeted country and language as well as your selection from the Match Type drop-down menu (broad, phrase, exact or negative).

        So I would assume that it was local to your country only and not necessarily a specific city.

        In which case adding the city name seems to me would give you better results. You would have to test and confirm.

        as to are there 500 searches outside of Canada searching on toronto dj service I would have to image it is possible. I know I have added to the count just looking into this post

    If remember correctly, the fact that their isn't enough data means nothing out of
    context. These figures relate to paid adwords campaigns, on which there might
    not be enough buyers of a specific keyword to make it worth while G! tracking and
    databasing impressions. This has nothing at all to do with natural search volumes.
    I've forgotten where I read those facts, but it was from an authoritive Google
    resource.
