Those are probably network sites selling backlinks.

Yes...But you may need to think outside of the box.

I see people commenting on this post that say no, but it may be they think this way because they lack the imagination needed to think of ways do it.

For example: You can sell adspace by using sites like Buy/Sell ads.

Or maybe find out where the traffic is coming from so that you can figure out which niches are providing the traffic. Then you can replace the content that you called "gobblygook" with real content. After doing that, you can simply monetize the site as any other site owner would monetize it.

Who would buy ad space on a spammy website with crappy content that makes no sense?

I was thinking the same thing. But, there are some terrible websites out there that have advertisements all over them. Clickbait article full websites for example.

It won't be sustainable because if the content makes no sense, no one will return. Also, Google ranks websites, in part, by the quality of the content. So it's doubtful a spam website would rank very well.

Spend the time, effort and money to set up a quality website that will generate revenue in the long term. Don't chase shady, short-sighted opportunities.

Yes you have a good point, but I do know that people in the past ( more so 7 or 8 years ago) who acutally thrived off the Model of people coming once and then leaving. It was called MFA ( made for Adsense) Sites.
They still work to a certain extent just not as effective as they once were because of new Google Algos and Organic traffic being up and down

So another words your talking about a site that gets a ton of traffic from keyword spamming? Another words, scrapping organic traffic from search Google by using unusual keyword phrase combinations on topics that aren't competitive? IS that what you’re talking about? Where is the traffic coming from?

If the site is spam, tell us about it! Google takes spam extremely seriously, and investigates reported instances. These reports are submitted directly to our webspam team and are used to devise scalable solutions to fight spam.

It's a quote from Google's spam reporting page:

Will depend on the actual site, there may be scope to utilise the traffic in another way and change up the site, pretty much depends on the type and quality of the traffic I'd imagine.
