Can someone help me understand what this blog is trying to achieve?

I came across this blog today and I'm very curious as to what it's trying to accomplish.

It's clearly trying to game something, but I can't figure out what... All of the links go back to itself or '#'.

Is this just a work in progress, or is this part of a technique that I'm not understanding?

    I have a Google alert set for one of the terms on that site. So, it's indexed.

    Curiosity really has the best of me on this one, and I will continue to watch. It does smell a bit like some automation gone haywire, but if so, what tool are they using? Perhaps someone will recognize the footprint.
