WordPress Opt in/ Feature boxes?

So I heard that a CTA is essential for the success on a website. Does anyone know how to create similar opt in forms / feature boxes such as the following examples?

I'm looking for something that can be created as full width that somehow blends or is part of the header or home page banner.

I have WordPress and Optimizepress. Perhaps there are some plugins, or other tools that I should use?

not exactly sure what ur looking for but i think it's better if u can split test and create different type of interstitial pops.

I was also going to recommend SumoMe.

It's absolutely awesome for turning your website into a lead acquisition machine. I use it on my blogs and for $20 a month it's absolutely amazing.

I would highly recommend it as well.

I have SumoMe free version which obviously won't be as good.

Is there anything I can use that either requires no fee or a single price purchase fee?

I'm not making any money online right now as I'm new to this so I can't justify spending a lot of fees per month. I may have to switch to Mailchimp from AWeber for this reason too.
