What is sucking my site resources?

I have 2 sites hosted on Namecheap. 1 of them keeps going down... both of them are down right now.

I emailed them to see what the problem is and why it keeps happening. The reply was that I am using more resources than my plan allows... but I was looking at my info this morning and it was nowhere near full.

Why would they be saying this? And why if it is true would my resources be used when they shouldn't be?

EDIT: It is back up... but I still don't understand what the problem was.

    Quite possible that you are running a script that is causing this issue? Or maybe a script is installed without your knowledge?

        What kind of site are we talking about static? Dynamic? Do you have any scripts/programs installed?

    It is static. I did install a new support desk today, could that have something to do with it?

    The host support said there were 4 processes running at once that sucked up a ton of my resources.

    Also, twice now, they have blocked my ip from the site b/c of 5 failed login attempts in a row. They said this could either be something that I have installed that has the wrong password set in it or it could be a virus... any ideas on how to check for these things?
