Question about hiring banner ad design...

Hi,

I want to buy banner ads on other sites to drive traffic to my site... so I need banners in specific sizes. Besides freelance sites (e.g. freelance.com), etc or killercovers.com (very expensive) where else can I hire someone to design banner ads (according to my specific needs; color, text, etc)?
