Do I need to pay for a professional to start a community website?

I have no idea how much technical knowledge is needed to start a community based website but I know there are wordpress plugins you can use which doesn't need much knowledge at all.

A website designer contacted me today and said he can do for me for free but there will be a monthly charge for hosting and maintaining. I didn't like that because the monthly charge will work out more expensive in the long run that way.

    Hi friend.
My advise is to find a professional in Upwork or PeopleperWork, you can post a job there and find a developer who make this website for you and then you can mantain your site by yourself, ask him to show you how to do it properly and release the funds after you are happy with his service. Dont pay monthly charges because it will be expensive in a long run. Pay hosting and developer expenses one time only and good luck.
    Regards

thank you so much, lets say at some point I'm not happy with the person and I want to switch, is it easy to make that switch from one web specialist to another?

You can contact web designer for your requirements. It depends on to whom you are contacting for your future work. They are able to switch or want to work from starch? You have to talk and communicate with the person to work with.

There are plenty of community scripts that are ready to use after install. I have found many good scripts at hotscripts.com. Start with one of those and then hire someone if you want to have things changed or added. You can hire people per job or per hour. Both you and the freelancer can cancel at anytime.
