Web 2.0 Style Design For Review Page?

This is my first post here. So hello to all.

I've been working in the domain industry for something like an year, but am pretty wet behind the ears when it comes to internet marketing.

But now that I've decided to jump head first into it, I was wondering about a couple of things:

1. Why is it that most affiliate sales/review pages still carry the 1999 web look? A quick look at the source code reveals that they're still using table based layouts, with very little CSS. The color schemes are very, very outdated, and so are the pictures.


2. Would a neat, uncluttered modern looking sales/review page distract from the actual content? I would like to believe that a modern, web 2.0 style design using CSS and maintaining web standards (for accessibility) would actually attract more visitors. I personally hate pages that look as if they haven't been updated since december 1999.
