Co-Branded Customer Debit/Credit Cards?

Hello!

I'm new here so I might have this in the wrong section. Let's say I have these customers. I want them to be able to have a custom Credit/Debit card with my company logo on it - And I want to be able to load that Credit/Debit card instantly from my office during any time of the day whether it be when the banks or closed or open.

Is this possible?

Is Pre-Paid Visa Cards the only options?
