Is there a good Shopping Cart Option for having Second-Tier Affiliates?

I'm currently using Samcart, and I'm starting to ramp up options for JV Affiliate deals. And fortunately, they do seem to have a pretty decent dashboard and options so far for affiliates.
But what they haven't seemed to sort out yet is ...what if THOSE affiliates want to get some of their industry colleagues in on a deal with me WHILE automating an incentivized cut for themselves in the process?
In other words, are there any good 'shopping cart/payment system' options out there that would support affiliates on a second tier level? Something easy to set up, easy to learn, and easy to use?
