Looking for a solution to manage affiliates

I will be launching price comparison website and it will be targeting EU and Scandinavian markets. I will be participating in Amazon, Ebay and other affiliate programs.
About 40% of the items listed in our website will be from independent, small shops that will pay us nothing upon sale. So keeping this in mind I want to reward only 2 types of leads that comes from publishers.
This is a simple example of how I want this to work:

John owns website and have our add there. Steve coming to our website by pressing link in John's website. Steve performs search to get best prices for iPhone7. After seeing a list of the best deals, he performs following actions:

A. Buying the item from a web-store that pays us commission. In this scenario John will receive xx% reward from the sales commissions that we will receive.

B. Buying the item from a web-store that doesn't pay us commissions. In this scenario John will receive $x.

C. Performs price check and leaves our website. In this scenario there will be no payout for John.


Please let me know if there is anyway to make it work or any "close call" solution, without alienating Amazon and other big guns for breaking theirs Affiliate program T&C

I'm looking for all possible options (paid services) to increase traffic to my website, so all ideas and offers will be considered.

    The biggest problem you are going to have is getting "John" to sign up in the first place. If John is a affiliate marketer then why wouldn't he just sign up for these affiliate programs, i.e. Amazon, Ebay, etc. himself

      It's a good point and I can't disagree with that. However I'm looking for technical solution to make it work. In case I will find "that" John
      Edit: What about having one add and getting 60%-80% from our sales commision?Will it makes John more tempted to yo have my add, instead of having 5+ banner's for different affiliate programs?
