I want to promote some sweepstakes offer but when I promote sweepstakes offer to Facebook groups then people comment it as scam or not legit. What I need to do promote my sweepstakes offer without Paid Ads.

Why not find something to promote that has value. Most sweepstakes are crap, and unless you are promoting something like The Publishers Clearinghouse Sweepstakes, then most people will look at it as a scam

Running sweepstakes can have serious legal ramifications and the laws vary greatly from state to state. Not sure if there is an all-encompassing online standard, but I'd do some research on that.

Facebook ads are very limited in their emotional message capability to translate something as grand an ideas as a sweepstake. The only way fb ads would work in this case in my opinion is to sell it kind of like a lottery ad cuz that's the only people who will click through and pay for your idea sold in that manner. just my two cents.
