Reselling tier 1 clicks

I have been buying 100% tier 1 clicks from traffic vendors for several months. Usually between $.85-$1.00+ per click. I am not talking about solo ads either. Can anyone shed some light on how these vendors acquire the clicks to resell?

    from other providers or from google/facebook/bing ads where they have special method or coupon to run cheap campaign for you and get you more clicks

    people get traffic many ways... one way could be media buys, native ads. on a large scale.
