You can do that on the desktop version of Twitter without any tools.

Try Google AdWords. Then you can setup your target location any way you want. Zip Code, Radius targeting by address, city or zip code and more...

Google will even build you a decent campaign if you promise to spend at least $10 a day. But if you tell then you will spend $100 a day... Google will build you a much better campaign. No worry though! Only you can enable your campaign and you can set your budget to what ever you want. (Google will not ask about your budget except to setup the campaign)

But remember... AdWords can't fix a broken Business Model and they can't tell you if your landing page or business suck. And 75% of all AdWords campaigns Google builds fail within the first year.

Be sure to get a Promotion Code, to find one 'Google it'
Don't work with a typical agency, find an individual
    Don't sign a contract
Create your own AdWords Account and let others link to it via an MCC
Ask for proof of AdWords Certification
Only a Google Partner can offer accountability
Check your account with the Free WordStream Performance Grader

Not much to go on here. Businesses or Residential? Target for what?

What is your intent? We can't help you based on this post.

Give a little detail, you might get an answer which works, eh?

Sorry Gordon, I wish to reach local customers close to me who need pc repair. I had created an adwords campaign myself some years ago, didn't work because way too much competition here in the heart of NY.

Guess I can try again with a coupon code. I would still like a way to do this with organic SEO though.

      Las Vegas PC Repair
      88901 PC repair
      88902 PC repair
      etc.

Create a page for Las Vegas PC repair, get links to it with Las Vegas PC repair, with 88901 PC repair and pc repair 88901 and PC repair Las Vegas 88901.

Have the zip codes you want to hit on your page, like in the alt text.

You the neighborhood name(s) that cover(s) the zip code on your page, in your anchor texts.
