Why can't we pause and restart ALL videos ?

I am clueless on video technology but I would have thought a
basic requirement or standard would be that every video shows
time elapsed and remaining with a pause/restart button.

Yet this is not the case. Is it because the author does not
want you to interrupt your viewing or just that some
inferior technology is being used ?

Yes, many authors don't want to allow you to pause or restart the video - it basically forces you to watch it right then and not put it off.

Different video players have options that you can turn on or off. Many use JW player with a combination of Amazon S3 for hosting.

Yeah I've noticed that too. It is a strategy so that you will have to watch the whole video.

it is because some video may not have playback feature. for example, swf does not have this.

Could be either, depending on the case.
My guess is marketers mostly don't do it because they want to force people, but my guess is as good as any other...

I tend to close that browser tab and say "The hell with it" if the marketer is going to inflict that on me. I'd watch, if I knew how long and that I could pause it if I want to go grab a cuppa.

This seems to be the new thing. I just close the window if I can't control the video. My connection is slow and if I can't let it preload for a bit listening to it is torture as it loads a bit, plays a bit then pauses to load a bit more. I don't waste my time any more. I also immediately close the window on sites that have auto-play enabled.

      Ok, some technical questions then

      - is the ability to pause and restart etc called a "playback feature"

      - does it depend on the video file type or the program which creates (or plays ?) the video
