Building Website with code???

If you have no skills in building a website then you can either use an already made script or hire a freelancer to build the site. But my question is when you hire someone to build it will they build it from scratch with code or just use an already existing script??
Also what are the advantages and disadvantages between the two diff. ways of having a site made(ex. cost and seo)??

The reason im asking is because im at the stage now where i need a niche social net. website. i have been leaning towards socialengine or socialgo But started doing some looking around on elance and guru and have found i could have one built for less then i thought. But im just wondering what platform most freelance web builders use? thanks for any advice!

    Thanks jared....ill have to take a look at elgg... but dolphin i have looked over many times and it looks like an awesome program with lots of extras but the majority response i come across is that it has alot of bugs. now i know they are coming out with a new version 7 so maybe some of those problems will get worked out!

    I would love to hear from anyone who has outsourced a web builder and the exp. they had going that route both + and -
