It's going to be pretty difficult to help you when we don't know what your site, product, sales offer, or copywriting looks like.

Here are some general questions that could be things you want to check:

Is your audience and traffic targeted to the offer you're making?

Is your offer what people in the niche have expressed they want to buy?

Is you offer timely, unique, and compelling for the prospect?

Do you know what the competition is offering and at what price? How does your offer compare with what's already in the marketplace?

Does your web site and copy remove all risk for the buyer?

Do you have a compelling product and a strong call-to-action?

Have you clearly explained for your customers "what's in it for me?" (the product benefits)

Do you have strong "proof" (testimonials from happy buyers) and a solid guarantee?

There are certainly other things to check, but without knowing what you're doing it's pretty hard to say what the problem might be.

Are you offering something to potential leads, like the first chapter for free? Are you even trying to get opt-ins or going directly for the sale?

If you are getting a lot of traffic, then
my best guess would be that it is either
your copy and offer (whatever that may be),
or you have not targeted correctly, or both.

To Steve B's points above: There are lot of different type of PLR Ebook businesses out there. Most, with a simple google search, have some kind of "free" offer associated to them. You are getting the traffic, but when they arrive can they find what they are looking for?
Do you have Analytics on your site? Have you identified where they are leaving your site?
