When does an a piece of content become an ad? (FB Ads)

So I'm about to embark on setting up a Facebook business page and create some paid content.

I understand there's an 80 / 20 rule. 80% interesting, none ad based content, 20% ads, but I had a more specific question about where you draw the line between an ad and content...

Say I have a video offering 5 tips for my freelancing niche, but then add a call to action to my website in the copy offering my freelancing services and have a logo at the end of the video promoting my services, would that be a bad thing to put out as my first piece of content as it contents elements of an ad or is it fine?

I guess what I'm asking is, for the 80 part for the 80 / 20 rule, should it be pure unfiltered content with no call to action or links to the website, or is it fine to include these things within content?

Is it also bad for my first ad to link out to my website in terms of getting banned?

Where do you draw the line and why?
