How do I create multiple unique YouTube videos from 1 video?

hi guys, I do SEO for a roofing company and I noticed when I put a youtube video that's title is our targeted keyword, then put that video on a page structured around that targeted keyword then the page ranks better. It makes sense, I'm adding value to the page by adding a relevant video.

But when I have 20 pages targeting different keywords its hard to make 20 different videos.

Question: How do i take a promotional video and alter it slightly so that i can upload it multiple times to youtube with a new title and it be seen as a new unique video?

Goal: i want to buy a video from a service found on Fiverr (link removed) and upload it to our youtube page but with different titles and descriptions. But I dont want Google/YouTube to see this is spam of course. So im guessing i have to alter the video slightly.

Do I do this by?
1. adding different text to the video itself, maybe list the different cities we target
2. adjust the length of the video by a second or two to make it unique
3. add some kind of filter to the entire video

Those, off the top of my head, would make each video unique. But do I even need to do that? Or do I have to do more?

    This IS spam though. you're looking for ways to trick Google/YouTube into thinking videos are unique when they're not. There is a reason Google fights this kind of thing so hard. It's pollution. Id recommend against doing this. It's terrible for the internet and will be terrible for your business when Google figures it out (if it works in the first place).

      Okay, I guess i have to think of a way to create multiple new videos but doesnt cost me an arm and a leg. Any ideas?

      I asked the business owner to create a video for each city but he didnt have time. My goal is to create a roofing promo video that targets each surrounding city. I just dont know how to do this cost-effectively.

    Make a core video. Make several introductions and several endings.

    Attach intro 1 and ending 1 to core video.

    Attach intro 2 and ending 2 to core video and now it's different from video 1.

    Requires a bit of creativity to make useful videos.

    Make 3 or 4 core videos and 3 or 4 intros and endings and you can end up with a nice number of different videos.

    Of course, if they rank, your clients' clients are going to see them!
