How to find a good logo / web graphics artist?

I am creating a website and am trying to find a web graphics artist for my websites. The catch is, I'd like the artist to use Gimp and teach me how they make the graphics (through a written or video tutorial). This way, I can become competent at creating my own graphics while getting the expert to create my initial graphics.
Do you have any idea where I may be able to find someone like this? I tried elance, but I haven't been impressed by the quality of the bids.
