OutSource Mystery

We all love to outsource but I'm having a hard time with it all.

I've had to go through 3 different prospects and had to pay them for their inadequate work as per odesk T&C's. (not full payment but required amount).

They had good feedback etc so I didn't suspect (well after the first I did a little bit more) they wouldn't live up to the job.

It was for a website design, one which now still looks awful

Should I have to waste my hard earned cash paying people for work that is unsatisfactory?

    I often use members on another forum who are looking for someone to give them a chance to prove their skills, and I give them that chance and pay after they have done the work according to my requirements. In this way i have found some very good people who can do a great job, and have formed with them long term business relation.
